Great game but bad port to the pc platform it seems. My XP1600+ and G400 system can just barely keep up with some of the advanced “features” of the game. Some “features” that have been mentioned in conjunction with the slowdowns and lagging game play can be remedied with the following tools:

High-FPS Mod (v3) Converts many textures to 16bit, removes seagulls, litter, rain water splash and god knows what else).

GTA3pc Smoothness Fix Forces TnL to run in software as far as I can tell, might me useful with other games as well).

Also, it might pay off to disable Fog table acceleration if you can do it. I know that there was someone who promised he would post a patch that disabled the replay function but I am yet to see any such thing.

Btw, there are patches over at GamyCopyWorld that not only remove the cd protection but also introduces fake audio/video files for the game in order to shrink its footprint on the hd and memory. I would personally recommend the Mp3 function over the built-in radio stations.
